Yes very rare. Out of all blood groups the -ve's are pretty much rare. Out of it O -ve and one more I'm not sure is also very rare.

Technically you are not a Universal donor. O- is Universal donor. O+ should not give blood to Rh- people (A-, B-, AB-, O-). But O- on the other hand can give blood to anyone.
Likewise AB+ is Universal acceptor. It can accept blood from anyone. But AB- on the other hand can't accept Rh+ blood (A+, B+, AB+, O+)
