What is newbie badge??

I have seen two or three users have newbie badge so I asked one of them how you get it ?? She replied it's gifted by admin.
Now I really want to know what is newbie badge and how to get it ?? I mean is this for everyone or only for specific users. What's criteria for this badge

If we say it as pilot thing to implement it's fine and been several months till now, then it should be implemented in all other rooms too.
