I believe I owe you an apology by stating that you are full of bullshit in regards to having windows 11 on your old Dell Optiplex 990.
It appears I was partially wrong by stating you could not install Windows 11 on that particular machine as it lacked the necessary hardware requirements of TPM2.0 & a supported CPU (neither of which an Optiplex 990 has), you still can NOT upgrade to windows 11 via Windows Update (due to the said PC not meeting Microsoft's hardware requirements) however it appears Microsoft will not stop people from downloading Windows 11 ISO direct from their website and using a USB memory stick to install it. (this still does require the PC to have Secure Boot enabled - which is not always enabled by default)
I will freely put my hands up and admit when I am in the wrong and I admit my knowledge of this was slightly outdated (by around 3 months).
With all that said I will stand by my opinion of you and keep you on my blocked list.
